Francisco José Lloreda
Mr. Lloreda was born in Cali, Colombia, Attorney-in-Law from Javeriana University in Bogotá. He holds a Master´s degree on Public Administration (MPA), from Columbia University, New York; and a Master´s degree on Latin America Public Policy (MSc), from Oxford University, England. His thesis was distinguished on educational and youth violence in Colombia. He is Doctor in Politics (D.Phil) from Oxford University, England, with thesis on Public Policies for the reduction of violent crime with a special reference to youth violence.
He was Private Secretary of the Bogotá City Hall; he was also Manager and former Executive Director of the Colombian Federations of Municipalities, Secretary General of the Cali City Hall and, Director of the Administrative Planning Department of Cali. Mr. Lloreda was candidate for Major of Cali. He was Minister of National Education; Ad-hoc Minister of Economic Development; Colombia´s ambassador in Netherlands, Permanent Representative to the Organization for the Prohibition of Chemical Weapons and, spoke man before the International Criminal Court in The Hague. He worked as Regional Editor, Deputy Director and later on Director of El País newspaper of Cali, Observatory´s Director of Public Policy and also Professor at the Icesi University in Cali. He worked as newspaper columnist in El Siglo and El País. Author of the following titles: My Memories of the Memorial (1983) and Words Used: ten years of Opinion in the Press (2008).
At the moment the High Presidential Counselor for Coexistence and Citizen Security is advisor on matters relating to the International Criminal Court and, is also member of the defense team of Colombia in cases that are ahead in the International Court of Justice. He is married to María Cecilia Cabal Castro Pediatric Dentist and he is father of two children.
